It seems that politicians around the world are thinking about the health of their countries. While in Chi-na, Chen Zhu has announced his plans for a universal health service and reform across health services, Gor-don Brown. The U.K. Prime Minister , has also announced he is planning to make some changes in our healih service.
The crux of Mr. Brown’s proposals are related to giving the NHS(National Health Service)a greater of-cus on prevention,rather than just curing patients.
He is planning to introduce increased screening for common diseases such as heart disease ,strokes,and cancer ,for example,breast cancer. In Breast cancer. In Britain there are 200.000 deaths a year from heart attacks and strokes ,many of which might have been avoided if the condition had been known about.
Initially, the diagnostic (诊断的) tests will be available for those who are vulnerable,or most likely to have the disease. One example is a plan to offer all men over 65 an ultrasound test to check for problems with the main artery(动脉), a condition which kills 3,000 men a year.
The opposition have criticized Mr. Brown’s proposals , saying that they are just a trick , and claiming that there is no proper timetable for the changes. They also say that Mr. Brown is reducing the money avalia-ble for the treatment of certain conditions while putting more towards testing for them.
The NHS was founded in 1948 , and is paid for by taxation. The idea is that the rich pay more towards the health service than the poor. However in recent years there has been a great increase in the use of private healthcare, because it’s much quicker.NHS waiting lists for operations can be very long , so many people who can afford it choose to pay for medical care themselves.

The wtory goes that some ago, a man punished his 3-year-old daughter for wasting a roll of gold wrapping paper. Money was tight and he became infuriated(愤怒的) when the child to decorate a box to put under the Christmas tree. The world economy has run into a brick wall. Despite countless warnings in recent years about the need to address a looming(逼近) hunger crisis in poor countries and a looming energy crisis worldwide,world leaders failed to think ahead. The result is a global food crisis. Wheat,corn and rice prices increases com-bined with soaring energy costs will slow if not stop economic growth in many parts of the world and will even undermine(破坏) political stability,as evidenced by the protest riots that have erupted in places like Haiti,Bangladesh and Burkina Faso. Practical solutions to these growing woes do exist,but we'll have to start thinking ahead and acting globally.
So,what should be done? Here are three steps to ease the current crisis and avert(防止,避免) the potential for a global disaster. The first is to scale-up(按比例增加,扩大) the dramatic success of Malawi,a famine-prone(遭遇饥荒) country in southern Africa,which three years ago established a special fund to help its farmers get fertilizer and high-yield seeds. Malawi's harvest doubled after just one year. An interna-tional fund based on the Malawi model would cost a mere $ 10 per person annually in the rich world,or $ 10 billion in all.
Second,the U. S. and Europe should abandon their policies of subsidizing(给补助金) the conversion of food into biofuels(生物燃料).
Third,we urgently need to weatherproof(使防风雨) the world's crops as soon and as effectively as pos-sible. For a poor farmer, sometimes something as simple as simple as a farm pond--which collects rainwater to be used for emergency irrigation in a dry spell--can make the difference between a bountiful crop and a famine. The world has already committed to establishing a Climate Adaptation Fund to help poor regions climate-proof vi-tal economic activities such 'as food production and health care but has not yet acted upon the promise.
The food crisis provides not only a warning but also an opportunity . We need to invest vastly more in sustainable development in order to achieve true global security and economic growth.
